

On August 16, 2007 the Washington Utilities and Transportation Commission (Commission) issued a final order approving a Stipulation granting Cascade Natural Gas Corporation’s (Cascade) request for approval of its Conservation Alliance Plan (CAP).
Under the terms of the Stipulation in Docket UG-060256, the parties agreed that the company would, in consultation with Staff and a Conservation Advisory Group (CAG), select a third party entity to conduct an independent study of the Company’s decoupling mechanism to evaluate the effectiveness of the CAP and submit the results within one year following the end of the pilot (October 1, 2011).
The Scope of Examination (Attachment B) was developed by the CAG, Company, and Staff as part of a collaborative process, pursuant to the Stipulation. This website was developed in order to provide transparency during the examination process and to post questions from potential vendors as they arise.

The proposed timeline for the evaluation is as follows:
  September 1, 2009 - Questions finalized. Criteria and standards for study
developed.
 
November 13, 2009 - RFP developed and circulated to potential vendors.
 
January 15, 2010 - Response due from potential vendors.
 
February 15, 2010 - Responses reviewed, potential evaluators interviewed.
 
April 1, 2010 - Evaluator selected. Evaluation begins.
 
September 30, 2010 - Preliminary draft of evaluation completed.
 
October 1, 2011 - Final Draft Due to Commission.
